yeah, it's secondary effect is useless because its ion deluge, but if it had been electrify (All the opponent's move change to electric type, not just normal) then it would be broken

And we had Victini and Meloetta/Pirouette Meloetta and Keldeo in gen 5, also like 10 psychic mythicals overall, doesn't really matter.
They'd serve different roles and would be on complete opposite sides of the spectrum of usefuness because they broke marshadow, but decided to not break zeroara
