If that's your personal experience, then sucks for you senpai. Quilava and I have never had a problem with her. Not in Gold, Silver, Crystal, HG, SS, or VC Gold. Whitney's Miltank has always seemed like a meme to me.

The easiest way to tell someone never played Gen 2 as a kid is if they say this.

When you're a young kid you use 1-2 mons max and rarely deviate from those, so ain't no one was going out of their way to trade for Machop. So as a result, Miltank was hard as shit.

If you have only used the same 1-2 mons then you should be over leveled by the time you reach Whitney. Though my first run my main pokemon as a kid were Ghastly, Geodude, and Croconaw at that point in the game. Just use Curse and you win easy.

i struggled a lot against whitney because most of my pokemon were male and attract let her set up defense curl and sweep with rollout. Its the rng of attract that make her hard and the high chance for male starters and what not.
