No, it's just an arbitrary thing. Primary/Secondary type has no actual meaning or effect.

The primary type tends to be more important in the mon's design, like how Noivern is not that much of a Dragon... or something, or how Bugs tend to be primarily Bug-type, cus they look like bugs more than anything else. The Spiritomb/Sableye comparison is also a good way of showing it.

But no, not really. Maybe one day, but right now it's even arguably just an inconsistency.

Revelation Dance might indicate future mechanical uses of primary vs secondary type, which is why Smogon started listing types in the correct order instead of alphabetical order.
