Stuff like Mr. Mime, Jynx, Sawk and Throh, Conkeldurr, Trubbish, the Klink line. The elemental monkeys and genie trio are the most notably disliked. The genies even have the nickname Copypalos, from their copy-and-paste design.
I think there's more difference between Japan and the West with some Pokemon being liked by one side and being more ignored or neutral in the other. The main thing I can think of are some "ugly-cute" kind of Pokemon that aren't particularly liked or dislike in the West, but basically become memes in Japan, like Stunfisk and Tympole.
