The thing with Torracat is, yeah, there are some points where he does stand up and almost tries to walk (pretty sure there were some instances of this art wise) and that's pretty hard to deny and many people even associated this way back as him clearly turning to Incineroar. The organ in his neck is actually to simulate a wrestling bell, so to speak. Even so, Torracat is pretty much a bulky cat in every sense of the word and even when he has the mannerisms of trying to "rise up", he still looks fairly cat-ish. It's not until Incineroar where he, well, he basically can't go back. We've seen it in the movie, even though he's clearly biped, apparently that doesn't stop him from trying to be quadruped. The thing is... when he does it, it no longer resembles a cat. Or a tiger even (he still bears tiger resemblances though, just no longer anatomy wise). It looks like a human trying to walk with his bare fists on the ground.
I'm not sure what was the clear intention for this, but the design feels like they never considered Incineroar walking on all fours to begin with. Like, it doesn't matter if it has the wrestling theme, there was a way for them to make him have this theme and still look okay while being either biped or quadruped, that would actually be the ideal balance as to not piss off either Incineroar fans or those who wanted a quad but never quite got it (because at least, it'd give them a chance to get used to Incineroar and if they didn't, they would literally have no excuse as to complain because he'd still be able to be quadruped regardless), but in this case, I think they focused on the theme far too much, to the point of sacrificing Incineroar's more animal-esque anatomy in order for him to be able to pull off more wrestling-based moves.
