Most Pokemon need stat buffs. Not to be great, but to have any reason to be used outside of prior to the Elite Four.

But Normal/Fairy is flatly worse than just Fairy because it doesn't resist Fighting, one of the most important resists for Fairy.

Clefairy was much rarer during the first few generations and so the Clefairy family have higher BSTs than Jigglypuff's family.

This. Rarer or more difficult to acquire Pokemon have higher BSTs than more common Pokemon. Clefairy is considerably harder to get than Jigglypuff in every single game that they appear in together. It's not surprising that Clefable's BST is higher.

I've seen a bunch if those in VGC18, I think it makes its own usage as opposed to Friend Guard Follow Me Clefairy, fits TR, gains from Intimidate, can Hyper Voice and Dazzling Gleam, might get help from the high IQ orango.
Perhaps needs the lacking BST compared to Clefable in its defenses.
Same with Ninetales needing Morning Sun and some SpAtk to compense Arcanine gap, it barely has a movepool and Arcanine already benefits in recovery and pseudobulk from Intimidate.

Nearly all those points are in hp making it a pretty good wish passer that with an ghost immunity has a unique niche, but even a set of wish, protect, hyper voice, dazzling gleam still does relatively passive damage.

Ghost attacks are rarer than Fighting attacks and Normal STAB is completely useless if you don't have strong niche moves like Extreme Speed or Boomburst, or alternatively a secondary STAB that complements it well like Ground, Fighting or Dark(not the case for Fairy).
