The next best accessible electric-type would be Magnemite

Voltorb and Electrode are before/after the 8th gym on the Team Rocket base while Raikou is a roamer

I'm pretty sure Pikachu and Electabuzz are Kanto only

You know the reason why certain Pokemon are unavailable in Crystal is to force people to buy the other two versions.

If Crystal had every single Pokemon available in it, there would be no point in getting GS. And Game Freak deliberately made some of Crystal's unavoidable Pokemon version exclusive (some are only available in Gold or Silver in Gen II) to force players to shell out money.

Not having every Pokemon is one thing, but taking one that was available in both the base versions of Gen II and removing it is unnecessary, especially since not many people would buy Gold or Silver after Crystal was released.

Fire/Thunderpunch was at least neutrally effective on basically everything that wasn't Rock/Ground and pure Dragon, and it's not like Onix is a threat. It's still dumb that one of the region's only new electric types isn't in Crystal.

Glameow and Skuntank were available in Gen 5 through the Dream World and through Funfest Missions in B2W2 (which I never tried, so I can't comment on them) so they weren't quite forgotten

Plus the three starters Oak has.
Counting Yellow, you have the Charmander near Bill's house, Jenny's Squirtle, and Erika's Bulbasaur.

Gen 1 was worse because Ekans/Arbok were only available in Red, and Meowth/Persian were only available in Blue. You'd never be able to complete your Pokedex in Yellow unless you had all three games or friends with both Red and Blue.
