That's unfortunately the case, lore-wise, yeah. Still, it's not weird that people get Kamen Rider vibes from Bisharp.

Even if Bisharp's typing lacks heroism, mind you that the OG Kamen Rider was intended to be a weapon of evil hence why Dark/Steel would still make sense though instead of becoming a force of evil, he decides to become a force of good.

Considering that Wonder Guard is the closest we have to "nearly impossible to kill", and the fact Shedinja is a zombie, I think his comparison is the best we have.

Pre modification DZ could just keep regenerating again and again, since it had no rider gauge you couldn't kill him.
Shedinja goes down in one hit.
But we don't have a pokemon close enough to compare him to, so shedinja will have to do.
