Like two anons already said, Ultraburst only makes Necrozma recover its original light assimilating Nebby's, that's why there's no difference between using Dusk or Dawn before going Ultra. Necrozma just needs a lot of light, the shape of this light's container makes no difference

Necrozma wouldn't be able to fuse with both at the same time because the important aspect of the fusion is that Necrozma's central organ goes inside the host to control its body and absorb its energy. Even if it could, it would likely just result in a stronger Ultra Necrozma that doesn't require Ultranecrozmium to Ultra Burst.
