I had to try a few times but I managed to beat it by paralyzing with magnetite, using growlithe to intimidate, using super sonic skystrike with rowlet, chipping away at its health until I was down to Inkay and then finished it off with Foul Play.

Wingull, Fylnium-Z, Hawlucha from an ingame trade or caught in the wild, Rowlett, Rufflet, and Spearow. You even get Charge Beam at Brooklet Hill before being able to fight it.

In the pokemon center one dude gives you a Noibat that knows Gust. The AI sometimes is so dumb that it keeps using Araquanid's STAB moves against it.
