Just getting into pokemon, figured I would just play through the generations.

What is the best way to go about building a team? Should I look to limit weaknesses/ have strengths against the gym leaders/ elite 4?

Also, any recommendations for stater choice?

Just make sure you've got all the HMs covered. Pokémon isn't hard, so you don't really need to specifically prepare for a gym leader or anything as long as you have a decent type variety on your team.

pick whichever one you like the design of the most

Just choose whoever you like. Type advantages don't matter all that much since you have a whole bag of items at your disposal.

Pokemon is easy enough that you can do mostly whatever and still be fine. You have infinite retries, infinite free heals, and access to pretty much any pokemon you need.

On a side note, I'd play romhacks that 'update' the game to give a more fulfilling experience. My personal list would be to play in this order:

Fire Red Omega
Sacred Gold or Storm Silver
Theta Emerald (or one of the recent ORAS hacks if you want)
Lot of good platinum hacks, i'd go for either flawless or origin platinum
Blaze Black/Volt White and their sequels
No real good XY hacks at this time but eternal x and wilting y are probably the best
If you want to go through oras, you also have a few hacks to pick from. My favorite is rutile ruby/star sapphire
Also no good SM hacks but rising sun and waning moon are probably the most popular

If you want to go through gen 1 and 2 (or any 'updated' hacks of those games) you can, though the old mechanics can be a pain to get around.

for example, if I started with the water starter, I wouldnt add another water pokemon to my team

and some coverage moves (attacks that don't match the type of the user)

so for example, if I was playing platinum and chose chimchar as my starter, I'd give him a fire type and fighting type move, but I'd also teach him dig/earthquake to increase the number of pokemon he has a supereffective move against

the last thing to consider is hms, some of the hms are severely underpowered attacks like cut and rock smash that are gonna take up a slot without really adding anything, but others like surf and fly are strong enough in their own right and can be used in lieu of a pokemons normal moves as stab or coverage attacks.

some hms you even need so infrequently that you can only have them on a trashmon you pull out of the pc when you need it without fear (flash, here's looking at you kid)

Green/Red/Blue? Pick the Virtual Console release if you want or go for emulators, both should be easy to get. Each set of similar games, called generation, have completely different mechanics added over time: Gen I Charmander wasn't the best option overall, Gen III gave it some extra moves (Metal Claw rekt). The game is pretty forgiving for whatever picks, save before trying something important just in case
Overall, having 4 different attacking moves and at least one matching your pokemon's type is good enough. This is STAB (Same Type Attack Bonus) for some extra power, which pairs well when you have a type advantage. Bring somebody who knows HMs or False Swipe/anything that put opponents to sleep or paralyzes... They won't hit hard, but will help a lot
My latest team in Ultra Sun was half water types but I had a lot of different moves. The worst fights ended with using Toxic + Vaporeon waiting for some poison damage. Or putting Rain Dance + Thunder for 100% nukes

Honestly. You really can't go wrong picking most Pokemon, just make sure you have types that can hit most everything in the game and you'll basically run the table.
