They wanted it to have a mega, but were too incompetent to come up with a design TWICE.
Now just wait for the next bullshit gimmick they implement in the next game that will only benefit a few PKMN, so then they say in an interview that they planned to give that gimmick to more PKMN, and one of those is going to be Flygon, AGAIN.
