All of the Gen 2 Pokemon were specifically made out to be newly-discovered species, and aside from Johto's history like Lugia, the Beasts and Ho-Oh, pretty much none of the Gen 2 Pokemon existed in the region for very long until after Red's romp through Kanto and the three year gap between then and the beginning of Ethan/Lyra's.

Why couldn't they be newly discovered around Goldenrod City instead of newly discovered around Celadon City?

Doesn't mean it wasn't still a shitty decision. Like even when I played Gold as a kid I thought it was pretty stupid that you had to wait until Kanto to get new mons.

Glad they learned their lesson with Gen III onwards. Except for vanilla DP I guess.

Stop defending GF's shitty decisions. The fact that several new Pokemon are locked until post-game, and then only found at a measly level 10, is inexcusable. Same reason DP was shit, because half the Sinnoh dex was unusable.

My autistic headcanon to explain (at least the Dark type) Gen II Pokemon around Celedon City in GSC is that they're only found at night -- and you're never seen exploring the region at night in RBGY or FRLG, desire what time you play. Some can't be explained this way, like Snubbull, but I guess migration/a pet getting loose and over time forming a wild population could be given as a half-assed reason.
It's still overall a stupid decision though.

I was so pissed as a kid. I knew about sneasel beforehand so I anticipated it for months and the houndour the Rocket admins used was cool.
Houndour was in the game's final leg when I wasn't going to change my team and sneasel was literally at the end (together with larvitar and misdreavus because fuck you). I asked my friends around if they had found it elsewhere, maybe as a version exclusive, to obviously no avail.

The one pokemon that I really wanted to add to my party was located at the point where there was no more game left among many others that were far too late to be useful.
I resent GF over this to this day.

That explains why they are found around there (and I had the same reasoning at the time) but it doesn't explain why they weren't found elsewhere.

From an in-universe perspective, I guess for the same reason many other Pokemon don't spawn everywhere. But yeah, like I said, it was a stupid decision on Gamefreak's part to not make them more readily accessible.

The amount of new pokémon locked behind postgame was staggering. Murkrow, misdreavus, sneasel, slugma, magcargo, houndour, houndoom, larvitar, pupitar, tyranitar and a cover legendary. 11 might not seem like a lot nowadays but that was like one for every seven brand new pokémon.
I'm sure there were more Johto pokémon locked behind Kanto than Kanto ones.
