Ancient people tried to fuck with necrozma and damaged it leaving it broken state which is what the one in the OP is. Black prism necrozma is the broken form without any light.

This is referenced when you battle the ultra necrozma and them saying it's the broken form and how it came to be, so it's not the true full form.

So... Ultra Necrozma is a new form, not original form.

Phyco (Ultra Sun): Now that it has found a source of light, Necrozma will regain its true power. But it cannot control it's own light in the broken form it was left in after it lost a part of itself.

So basically: Base Necrozma is the broken form and Ultra Necrozma is it's complete form. But, the light of Solgaleo and Lunala are not it's original light source. It's original light source is the missing part. This why it needs the boost to achieve it's complete form.
Which begs the question what other pokemon could possibly powe...ooooohhhhh shit.....
