Not only does Pokken and that concept art confirm that Litten won't evolve and Decidueye will be the only one that will but also, though you haven't noticed in your delusion, Litten has been the one to act comedical from the VERY beginning. Getting its tail stepped on, losing every battle it has yet fought and getting wet in the Lurantis fight only for Rowlet aka future Decidueye to save him and KO Lurantis. Litten doesn't even have a Z-Crystal, that's how bad and comedic it is. And lets not forget Rowlet flying like Sinnister Arrow Raid.
