simplest fix would be to make mega launcher effect hydro pump or let the thing learn origin pulse ("original" water starter). Additional steel typing would be nice but just having a better STAB to use with its ability would make it an ok breaker.

One of three options:

1: Give it reliable recovery like slack off.

2: Make its current ability, mega launcher, affect pump and cannon moves as well.

3: Change its ability entirely to something like compound eyes but give it a different name like sharpshooter. This will give it almost 100% accurate focus blasts and blizzards and actually 100% accurate hydro pumps.

It's base speed is fine, just give it shell smash, it even falls under neath the category for shell smash egg group. Also mega launcher should work on beam and hydro pump moves as well. Water pulse is just to weak even with the boost. If they nerf mega launcher damage addition just to get beams and hydro pump to be boosted by it then that would be fair.

Steel type is meme-tier as far as secondary typings to improve something but blastoise is one of the few where it actually makes fucking sense.

Water/Steel is a solid defensive type though being the 5th strongest defensive typing in the game.

Sure you're weak to Ground/Fighting types, but gaining all those sweet steel resists is amazing. In the end, almost nothing pairs with water that doesn't introduce some form of weakness.

With the advent of faeries as well, steel as an offensive type is a lot better. Though physical steel is better since a lot of Faeries tend to be specially defensive.

Mega Launcher in its current state seems something that they made for Mega Lucario, ended up scrapping and then decided to throw on Blastoise at the last minute. Blastoise (and Clawitzer) who literally has nothing to do with aura, gets an ability that boosts only aura based moves(of which there are only five in the whole game). It would make more sense if it boosted all balistic moves(all the moves blocked by Bulletproof and then some other obvious candidates like Hydro Pump), in its current form it's one of the most pointless and useless abilities in the game.

wouldn't mind a select few pokemon getting legendary unique moves through a hidden quest

Things like say the porygon line getting techno blast through an experimental upgrade, hypno getting dark void by eating a nightmare caused by darkrai, macargo getting steam eruption, noivern getting aeroblast etc wouldn't necessarily be all that bad

Mega Blastoise isn't OU, but it can function fine in an OU tier setting.

Its stats are fine, all it would really need imo to make it true OU tier would be add to Mega Launcher. Maybe include Pump and cannon moves, or at least give them 100% accuracy.

It would make sense, but adding steel would add as many weaknesses as benefits.

I'm not against adding the typing though, as it has the stats to handle what weakness it gains mostly, but the only way to get it into OU would really be improve its ability, which as mentioned many times can easily be done by adding pump/cannon moves and maybe 100% accuracy for them.

Plus two of ice's weaknesses overlap with steel, and powerful fire and fighting moves would KO Sandslash regardless of whether it was ice, steel, or ice/steel. Sandslash is neutral to stealth rocks, an absolute boon among ice types, and the only other resist it loses is steel, which isn't especially important.

Sandslash is basically a steel type with a rock and steel neutrality and ice STAB.
