Voting for Magnemite in polls where Magnemite is an option is a meme in Japan, dating back to when movie 11 was current and there was an official poll held where fans would get to "design" their own poster for it by voting for which three Pokemon that appeared in the movie would be featured on it. 2ch managed to votespam Magnemite into the top three (the other two winners were Shaymin and Giratina), and ever since then, it's been a meme to votespam Magnemite, just like votespamming Mudkip was a thing in the west when that Do you liek Mudkipz shit was popular.

Also, this was because one of the ways you could vote was through your TV when the anime was airing. This would bring up a list of Pokemon you could scroll through, and lots of kids presumably never realized you could scroll through it and just picked something on the first page of the list. Literally every single Pokemon on that first page made it into the top 100.

It was billed as a "what is your favorite Pokemon" poll, and you had to look into some tiny disclaimer footnotes online to find any mention about the winner getting a distro events. Most kids probably never read that shit and just voted for their favorite because that's what the poll asked them to do.
