It's called monkey's paw. They got what they wanted, a quadrupedal fire starter. Outside of the meme magic this shit design brought to the table they probably did this to show that, while it does have a humanoid torso and stance, it is still very animalistic and wild in nature. They also partially did it with its bodly, tiger legs are as short as Incineroars, even when standing up and those sausage fingers are pretty much tiger paws just permanently spread to function like a hand. And that is exactly why Incineroar is bad. It tries both things, being animalistic and humanoid at the same time. It doesn't work out.

I'm in this weird spot where I'm quite pleased you defend the design decisions and how they genuinely compare to actual tigers, but must politely disagree with it not working overall.

If they open its front paws up when running and made it more explicitly run on its toes on its hind feet - it does lift its heels and stand on its toes in several poses in the game model (and not merely in split-second moments between action), and it seems to be running on its hind feet toes in the movie but this gets covered up a lot - it would look much better for what it is.
