The techniques used aren't readily available inside the modeling software, but are trivial to produce in an engine.
Unreal looks better out of the box than Unity, so using it as a place to test the models makes sense.
GameFreak has rolled their own tech for every Pokemon game ever. There is zero reason to believe they'd stop now. Even if it would be a massive improvement, even if it would cut out 50+% of the development time, GameFreak has been so behind for so long that I really can't see them making a switch like that.
