What happened is most likely that Italian translators tried to come up with some localizations for Pokemon names, thought they all sounded retarded and not marketable and decided to stick with the English names. After all "Blastoise" sounds better and smoother than "Tartigliere", doesn't it?
Frenchies just have extreme autism regarding Anglo loanwords and decided they couldn't compromise even with the names of fictional animals.
