How do I "git gud" at Smogon Singles? I keep on trying and get a decent streak but then start losing every battle and get to 1300. What am I doing wrong? I'm pretty sure my team is fine. The team is Bulu, Heatran, Mega Gyarados, Hawlucha, Tyranitar, and Volcarona.

Biggest mistake low ladder makes is building their own teams when they don't have enough meta knowledge/experience to make a good one.

Who are you quoting?
Having only one team is bad because you get a really skewed view of the meta.
And certain parts of the ladder heavily favor certain playstyles.
If you use any sort of decent HO your pretty much guaranteed to get past 1500 elo if you're a half decent player.

This is true, any rain team will get you to 1600 easy. Specs water shuriken backed by rain is extra nice, shitting on typical enemy checks to HO like Hawlucha
