RBY Victory Road (Gen I): 11 trainers with 31 Pokemon between them, including a Juggler with only one Mr. Mime. Nobody has more than four. Average of 2.82 Pokemon per trainer.
GSC Victory Road: None, since only the rival fights you in Victory Road. The route right before that, Route 26, has 6 trainers with 12 Pokemon between them, averaging at 2 per trainer.
RS Victory Road: 10 trainers with 22 Pokemon between them, averaging at 2.2 per trainer. Only one trainer has any more than 3 Pokemon. Wally is not counted in this, as he is a special trainer. 3 of the ten trainers in here have only one Pokemon.
FRLG Victory Road: 13 trainers with 45 Pokemon between them, including 3 with only one each (Mr. Mime, Nidoking, Nidoqueen). Average of 3.46 Pokemon per trainer.
Emerald Victory Road: 16 trainers with 36 Pokemon between them, averaging at 2.25 Pokemon per trainer. Two of those 16 have one each.
DP Victory Road: 15 trainers with 29 Pokemon between them. Average of 1.93 per. Not counting the ones you fight with Marley after getting the National Dex.
Platinum Victory Road: 16 trainers, 33 Pokemon. 2.06 average.
HG/SS Route 26: 6 trainers, 14 Pokemon. 2.33 average.
BW Victory Road: 8 trainers with 20 Pokemon between them. Cheren is not counted. Average of 2.5 Pokemon per trainer. Also the only Victory Road where no trainer uses only one Pokemon.
B2W2 Victory Road: 25 trainers with 51 Pokemon total. Average of 2.04. More trainers and more Pokemon than any other Victory Road. Hugh is not included in this count.
