I think in Gen 1 it was supposed to be Rhydon. In Gen 3 it was changed to that chibi-Charizard thing.

I think it's just suppose to be a mishmash of the generic genwun dragon/dinosaur design (Rhydon, Kangaskhan, Dragonite etc.)

It's the same thing interpreted by a different artist. Only real difference is it's quadrapedal, which doesn't match the games anyway.

It's not one scrapped Pokémon, it's a mush of all "beast" mons. Just like the bird or plant sprite looking nothing like any individual flying or grass type.
