But in terms of actual power, they aren't that far above normal Pokemon.

Gamefreak isn't very good at gameplay/plot segregation. Things thought to be established in lore can be shattered on a whim for gameplay's sake. There are plotholes, inconsistencies, and contradictions everyfuckinwhere. The lake trio can be the most powerful Pokemon ever if GF thinks the plot calls for it.
