Is Fennekin based on a fennec fox? I mean, they're both foxes but I don't see any other clear similarities other than that.

Fennekin has fennec on its name and has large ears as well. So, I think it's more of a fennec than Victini.

Well there are other desert foxes that have that too, but tension is definitely a fennec.
