Toxic is only used on Stallmons to stop setup. The only "stall" Magearna runs Heart Swap for this, which has good Synergy with Fleur Cannon. Toxic would not be used.

Toxic is also used to, you know, kill things.
That's one of the three or four actually damaging tools stall has.

Toxic can be used on literally everything, it isn't rare to see it even on choiced mons to wear down faster things that they can kill outright.

Diancie has a shitty defensive type.
Magearna has one of the best defensive types in the game, it could pull a Cro set off very effectively.

As for Sleep talk idk maybe it has to do with something involving it being a soul trapped inside a machine

It's not that they didn't think special Aegislash would have been better, they thought it wouldn't have been used at all, but even if it had a good physical stab, special sets would still be used.

They did this generation, by adding a bunch and making them all exclusive. I'm pretty sure some dev in an interview admitted Aegislash ended up better than they expected because of aforementioned SpA.
