Lance is Champion of both Johto and Kanto so it'd make sense that he's stronger than the Gym Leaders in these regions save Blue, who was able to defeat him previously.

Onix is actually very defendable. Even the HGSS rematch and PWT in BW2, which heavily relied on fully-evolved Pokemon, refrained from giving him a Steelix.

And at least he doesn't use any repeats - my pet peeve about older gens.
