Because Gamefreak wanted to have only new, Gen 5 Pokemon to appear in BW1, so no cross-gen evolutions/pre-evolutions were going to be made, even at Luvdisc's expense.

Luckily we have 5 tapus that all look exactly the same and 20 UBs that are all filthy in battle while decent designs are lost in PU and literally unusable on VGC

Having two pokemon look painfully similar but be totally unrelated only works for the interminable pikachu clones that nobody is asking for.

Like, they could've just made alomaloma orange or some shit and avoid this issue entirely

Alomomola is a copy of Luvdisc because Game Freak decided to be hack retards and just reuse old Pokemon for gen 5. That'd be like calling for Tauros to evolve into Bouffalant, or for Forretress to evolve into Ferrothorn.
