Sandshrew was conveniently omitted from the Alolan form demonstrations in SM042. The writers are clearly saving it up for something.
Ash is most likely to catch it since he practiced the Steel-type Z-Move, and if he actually completes the Hokulani trial, he will get a Steelium Z to use the move with both Sandshrew and Pikachu.
