I understand what D/P/P was trying to do with its theme but its still atrocious, you can make music that perfectly captures a theme of fear and extreme amounts of power but you dont do it with constant pauses and random weird boops using some of the worst instruments possible.

I think silences are actually a good way of conveying intimidation, but yes the arrangement is basically just discordant melody + lots of timpani, which honestly might work in an IRL composition but certainly not for shitty NDS soundfonts. The melody is lacking anyway.

Ghetsis' theme is similar in style to Arceus' yet his is far more interesting

The whole ideal Iris strives for is to remind everyone that Pokemon battling is fun and that the Pokemon aren't tools of war. She wants to help everybody remember to just enjoy their friends and what they're doing after the events of the Team Plasma incidents. It's perfectly fitting both as a representation of her goals and as a final battle that encapsulates the great times spent playing the game. Champions shouldn't be just some powerful loner sitting in a room waiting to be defeated by a random challenger, they should have an impact on the world and player - something that Iris managed to achieve.

I think the theme itself is very cool, just very limited by what the NDS was capable of producing. I've heard similar orchestral compositions to this, and the timpani can be extremely imposing.

I will say the NDS sound quality doesn't do this composition justice, honestly.

Techno beats wouldn't fit Arceus. The problem with Arceus' theme is not its instruments (take Groudon/Kyogre/Fug's theme as an example of orchestral music that properly expresses omnipotence), but that the rhythmic and harmonic motives in which is based aren't good enough to carry such a simple piece by themselves.
