I feel if they expanded on his backstory/motives a bit more and maybe made him feel more imposing then he'd be the best Villain.

They pretty much did exactly that with Archie and Maxie so I imagine Cyrus will be rewritten to be less of a non-character. .

As for why anyone follows him, tell me why. There was no reasoning, GF just shoehorned all the villians in and made Giovanni leader because they needed to make Kanto seem better

Cyrus is pretty much the only Villain who got what he wanted, a world for himself. Since it's the Distortion world, it's a win/win situation for him and the protag.

The only way his ending could be better is if he catches Giratina and they become best friends.
