Meanwhile Swampert got a very useful Ability in Swift Swim, which with the +10 Points added in Speed it virtually has 140 Speed under the rain, and combined with its new bulk, new Attack, and only 1 weakness is way better than a Grass/Dragon-type which needs to lose a turn to get its new Ability (you literally advice you opponent to not use an Electric-type move against you and instead use Ice-type moves, and most Electric-type Pokémon carry HP Ice for coverage)
