Its stats are actually fucking great and the lack of speed just means it doesn't have to invest in it making its prowess as a tank all that much more relevant. It's bulkier than skarmory and resists ground so there's always going to be defensive utility for it. It has absolute sex for coverage meaning its switchins are quite limited and it can provide valuable utility in spikes, it wishes it had more but its something. Also a decent stallbreaker since it has taunt.
Setup sweeping is a meme on this, literally a bad azumarill as far as that's concerned and azumarill already sucks in OU.
