In the chinese calendar signs change every 7 years, there are some left but they could very much change it from now and choose different animals. I could see them pulling something from the zodiac, maybe a scorpion

How does this thing even go? Are the starters supposed to fit exactly or is it just a “well they take inspiration from it” sort of thing? Because Typhlosion is definitely not a mouse and Delphox isn’t a dog (no, foxes are not dogs and Chinese zodiacs tend to differentiate between the two). I can see Gamefreak looking at zodiacs for inspiration but not going out of their way to make it fit.

Cyndaquil is based off of an echidna, not a mouse and the zodiac still makes a clear difference between dogs and foxes such that the “well it’s a canine so it’s ok” thing doesn’t work as an excuse. I can see them making a part of the line fit the criteria somewhere though, some zodiacs do have foxes involved (though usually with a dog as well).

IF the whole zodiac thing is true(IF) they're going to need something that's not just "Ponyta but three stages). I think a good idea would be to do something like an undead horse that they could use a cool color scheme for(blue green and purple) instead of the traditional fiery warm colors(yellow/tan, orange and red)

dogs and foxes are completely different animals in every culture in the world, both have different traits and archetypal characteristics, both in literature (including mythology and symbolism) and drawn art. also dozens of animals have "mouse" in their names in japanese, some of which aren't even rodents. the fox's behaviour is completely different to that of a dog

in the zodiac the sign you are depends on the month you're born in, in the chinese zodiac it rotates every 7 years. So, say, someone born in 1990 and someone in 1997 will have the same sign, but another person born in 1998 will have a different one.
What I mean is that they have already made 7 starters following the chinese zodiac, maybe they will switch it up for the next one for the sake of patterns or whatever.

Still, the word "ape" refers to tailless primates like gorillas and orangutans, and Infernape has a tail which would classify it as a monkey.

The difference between, say, a Chihuahua and a Great Dane is at least as big of a difference between a Fennec fox and any sort of wolf, and the former pair are the same species. Canines just have a lot of variation.

At the very most it was a coincidence until a gen or two ago. I don't believe for a second they made the Typhlosion line with the intent on it being considered a rat. Porcupines are still rodents, but of a different branch; they are closer to Guinea pigs than to mice. Echidnas are egg laying mammals, related to the platypus, they are completely different from mice or any other mammal in existence. Cyndaquil is closer to an echidna because of its long snout.

The point of saying Cyndaquil is a "fire mouse" pokemon was to say that GF designed Cyndaquil with the -intent- for it to draw inspiration from echidnas and shrews (a shrew is a mouse). Nobody is claiming Cyndaquil is a mouse because its category says it is. It's all about the intent behind it and GF have already self-admittedly let us know that they did indeed have the chinese zodiac in mind when designing Johtomon (They said they wanted to put all the animals of the chinese zodiac in the wild in GSC comprised of johotkanto mon).
Given that knowledge, I believe it's entirely possible they decided to go for the Chinese zodiac fire starter theme, for which the intent matters
