I just checked, since Gen 4, even in the current official artwork, they've all been the "Sinnoh" design. Also Johto and Hoenn look almost the same. Seems to me like it was just limitations.

But not the ones in OP's pics. Canonically, all Arboks in every game we've seen so far have the same pattern. It's like how Shellos has more than two forms in other regions, but we've never actually seen them,

It would be bullshit if every goddamn piece of Pokémon media gad one Arbok design. But the fact that the games, tcg, manga and anime all have different Arbok shows that the different forms are indeed canon. Shit like Magcargo being hotter than the sun and cooling down if still are bullshit because we've seen Magcargo stand still and get hugged by trainers.

It's common sense. The Pokedex isn't the only source of information. You can also look at the damn Pokémon itself you know.

Yes, Arbok having different patterns is canon according to the pokedex. But the ones in the OP were all meant to be the exact same pattern. In the games, we've never seen any alternate pattern Arbok.
