Changing formats per season is normal in other similar games like card games. It would also get pretty stale if tournaments had the exact same rules for 3 years, Pokemon doesn't have DLC and content updates like other esports.

The thing is, aside from >>34557163, VGC "bans" (really just restrictions to make the formats different) happen only once a year and they get reverted the next year, like with the VGC 17 > 18 transition. Meanwhile, Smogon can ban shit whenever they like it, and they usually don't get reverted until a new game comes out (and then most of them get banned again anyway). Not to mention that the ban on mythicals are because not everyone has access to them, especially since most are locked to Gamestop events and not every country has one of those. In Showdown you can just add them to your team with a couple clicks.
