Pokemon with technician are usually some sort of specialized job/skill/talent

A mime, a dancer, a ninja, a juggler, martial artist, musician. They are also all humanoids. I guess just like actual technicians excel in specialized skills/knowledge pokemon can excel with specialized weaker attacks

Main exception is persian

explains it better. Technician-mons excel in moves that many can use. Machamp trained a lot to gain muscels but Scizor is just better equipped for bullet-punching.

I think in some cases, it's also represents how those pokemon mastered those skills with unorthdox methods. Like how Breloom is an unexpectedly good boxer because its arms can stretch, or how Scizor's pincers are meant for punching rather than cutting, or how Hitontop learned to fight by spinning like a top of all things, or how Ambipom is more skilled with its tail rather than arms.

The majority of technician Pokemon are semi-humanoids with atypical extremities in place of conventional hands. Scizor's claws, Roserade's bouquets, hitmontop's feet, ambipom's tail. The exceptions are Persian which isn't humanoid, and Mr Mime which has ordinary hands and is the most humanoid technician.

Persian I think just inherits it from Meowth.
I suspect Meowth getting it is a reference to the anime, where Meowth are primarily quadrupedal and apparently need to learn to walk upright.
