Let's look at its battles, shall we?
- Won a double battle against a Seismitoad and Scolipede with Pikachu (not truly a victory since it shared it with Pikachu)
- Lost to Skyla's Swoobat
- Couldn't defeat a Jellicent by itself.
- Beat a Beartic that was weakened by Pignite
- Beat a Dragonite that refused to even fight back after it got hit with a Dragon Claw
- Beat a Liepard that just spammed Ghost- and Dark-type attacks
- Beat a Sawk that was weakened by a Swarm Leavanny's Bug- and Grass-type moves
Yeah, that piece of shit never won a battle on its own. It doesn't deserve to be considered top tier. Snorlax and Heracross at least defeated Pokemon on their own.
So really the tier list should be something like:
- Pikachu
- Charizard
- Sceptile
- Infernape
- Snorlax
- Heracross/Swellow/Bulbasaur
