Of course 95/95/95 is bad if you compare it to fast offensive mons, but Silvally isn't supposed to be one. 95/95/95 is good bulk.
120 attack is shit in ubers too, yet extremekiller manages to be dangerous, because Arceus has an insane movepool and great bulk. Silvally would be a good mon if it had Arceus' movepool.
Of course it'd also be a great mon if it kept the current movepool and had Arceus's stats instead, there's more than one way to fix it.
