Switch Gyarados in on something defensive that will try to status it, their status move fails after you sub, then you can Dragon Dance twice

Like the other anons said, that set win againts the Toxapex-Celesteela core, while Celesteela is usually the defensive physical Toxapex is the special then Celesteela can't break the Gyarados sub with one hit and it can't use leech seed while Gyarados is behind the sub and Toxapex dies to SSS at +1 so it can't stop Gyarados, also Landorus can't do nothing to Gyarados if is runing a defensive set forcing it to u-turn giving to Gyarados a free DD or a sub.

Mega Gyarados is better with taunt so it can handle stall much better since it can taunt Mega Sableye and stop Skarmory to use Whirlwind, not sure now but in the late SM OU z Gyarados with sub was the best set, not sure why it would change.

Gyarados' combination of intimidate, it's decent bulk, and it's awkward defensively typing that gives it resistances to a lot of weaker attacks defensive Pokemon carry like U-turn, scald etc let's it set up subs that won't be broken despite being attacked, unlike a lot of Pokemon that will have their substitutes broken by basically anything and can only set them up on switches or status moves.
