Rn the most natural partner for it is groudon, where that 1.5 boost really brings out its offensive power.
I tried a physical Ninetails set, and its a little insane on paper but actually very powerful. Very shallow movepool though, you can really only smash fire blitz. But a 1.5 increase is a lot when you dont even have to waste a turn increasing it
But if there was a drought user with more physical prowess it could really dominate
