Back with Gen2 and the introduction of Dark and Steel to nerf Psychic, they were both weak to Fighting. Which has an insane level of distribution, making the types just fit in. (There was also the fact that Steel is weak to Fire and Fire was the most popular starters to get.)
Poison and Steel moves on the other hand rarely wind up being on things that aren't Poison and Steel. Poison has a slight better distribution with Poison Jab being learnable by basically any Fighting type.... but they made Fairy super effective against Fighting.
GF seems to subconciously realize that, given the USM tutors.... but the distribution even with those is still shit.
If almost everything learned a 70~90 BP Steel or Poison move, that would be like how everything learned Bite and Rock Smash back in Gen2.
