He was probably using the PokeDex as an excuse because he felt he could never become a good battler, and the game left him to die on his frustration because it was never explored even less solved.
Similar to how Calem/Serena start to hate being a trainer because all they do is lose, but instead of giving you a way to help them cope or fix it, you just rebattle them and keep seeing their constant state of "I can never catch up" then they come to "realize" that "it's ok because I am me". I guess that's a good lesson, but instead of coming off as someone coming to terms with their flaws, it looks more like they are being comformist in a bad way, like that horrible bike comic.
