Anytime an area of spacetime operates with different laws of Physics it becomes it's own Universe.
There are multiple form of the Multiverse Theroy (Hopefully the "Ultamite Multiverse" Theroy is actaully true as litterally any possible (and impossible) things would happening an infinite amount of times across timelines (Oh and Pokemon Universes would 100% Exsist as well and perhaps be reachable by our conciousness)
Back on topic depending on which model you use Universes can exsist within the same fabric of space-time (I.E only distance seperates them) or on different fabrics of Spacetime operating at different "Planes" or on the same "Plane" but is ignored due to different Laws of Physics and they cannot interact.
Again depending on the model you use different fabrics of Space Time can Interact with each other in different ways.
