A special Fur coat for Avalugg would help it a lot but it would be still bad because is and spiner that is weak to SR, not inmune to spikes and toxic spikes. All those things are bad for a wall because they hate cheap damage.

Nope. Ice's issue isn't having 4 weaknesses (which is actually the average number since the highest possible number is 7 and the lowest is 1), but only 1 resistance.
This ability should make them take less damage (let's say -25%) from neutral and resisted moves instead, therefore giving a pseudo-resistance to most types.
Now they would be good. Not OP, simply good.
