dunno, but it's still clearly a caterpillar as a Sewaddle. Phasmids don't even have larval forms, it's just that Game Freak only makes larvae when it ties in to the regional bug. You can tell because every beetle Pokemon ever besides Vikavolt has a larval form, and the one regional bug that isn't based on an insect that undergoes complete metamorphosis has a larval form.

Bagworms are caterpillars, man. Even if Pineco never becomes a moth, it's still considered one.

Also, Leavanny isn't a sawfly, this dude >>34596550 was just trying to make the point that some larvae are referred to as "caterpillars" even if they aren't lepidopterans. Leavanny is most likely a phasmid.

Please see definition of Arbitrary. Sawflies are mentioned as an example of an species who's larvae are often referred to as caterpillars despite not being members of the butterfly or moth families.
