How so? A Pokemon is different if it is not the same species. If an item that is held changes what species of Pokemon it is, then that would be worthy of a different ranking. None do so far, so the extra rankings are unnecessary.

Not according to the games code. By the games code the Arceus forms all occupy different slots, just like all alt forms. So unless you want stupid shit like banning Zygarde-10 because Complete is the same mon, or Gengar banned because one form of it gets Shadow Tag, you're out of luck.

They're different forms. Al lthe Rotoms are ranked different and they're just as different fro meach other as the Silvally forms are different from each other (one altered move, and a different typing)

Same goes for Landorus Genie and Landorus Tiger. Same species of pokemon, same movepool, but different stats and ability.

That's what happens when you have decent stats but your movepool is utter shit and you don't get the same buffs as Arceus.

If Silvally could use Z-Crystals to change its type, gets the 20% boost from its memories like Arceus' plates, and it has Arceus' movepool, it would be a lot better.
