It was an attempt at world building beyond what the games showed. Making up different shit didn't always work ("Aim for the horn") but I generally enjoyed a lot of the more out there stuff from earlier in the anime. Later seasons mostly abandon this but there's still stuff here and there.

The "there are a whole ton of Gyms in each region, Ash just happens to go to the ones that exist in the game" has been a thing in literally every region. It's how they could easily work in the three new Gyms from B2W2 in the anime.

Anon I don't even remember what types its actual gym leaders used. I think I can name only two Kalosian gym leaders and I only know one of them because I have an attraction to fat guys.
