Fuck no. That thing was one of RU's last strongholds before it finally moved down to NU, and even then it should move down to PU.

Hopefully it does so during tier shifts.

Ambipom is outclassed. There are plenty of Pokemon that hit harder and are faster.

I don't necessarily hate it, but I know when a Pokemon is bad and you just abandon it at some point.

Ambipom isn't outclassed per se, it has a highly specific niche, having the game's strongest fake out, it's just that that niche isn't actually relevant. But everyone sees it and goes F-F R E E D A M A G E? and indulges in it anyway.
