Delayed Evolution

Is delaying evolution a bad thing? Say I want a Nidoking with Poison Jab. Nidorino learns that move at level 43. Setting aside EV/IV stuff, if I delayed evolving my Nidorino until level 43, would it have worse stats than a Nidoking that I had evolved at level 16?

No because it’s BST will change upon evolution to reflect nidoking, then add the EVs it obtained as nidorino

So if I want to get an EV trained Nidoking it's better to just keep Nidorino since it needs less exp, then evolve it when I want?

The exp gain is unaffected by evolution. A level 35 nidorino would take as much xp to level up than a level 35 nidoking.

A. Poison Jab is a TM.
B. Special Nidoking is 100 times superior as most special attacks Nidoking can learn are much stronger than their physical counterparts, get affected by Sheer Force, and are much easier to find through TMs and the works.
Ignore B if you're not using Nidoking in competitive since you would most likely not be assed to grab SF Nidoking during your adventure.
